中文摘要：

民生是国家治理现代化的落脚点，关乎社会稳定、人民福祉和社会发展。惠民惠农资金是民生的重要支撑，但在现实管理中却存在着来源复杂、管理繁琐、监管困难等诸多挑战。本文以成都市郫都区运用“大数据+一卡通”智慧平台实现资金有效管理的实践为案例基础，对郫都区政府运用该平台实施跨部门协同智慧治理的实践进行了全面的调研挖掘和系统分析，完整展现了该案例中的智慧治理实践、挑战、成果及经验，对治理过程中多元主体协调的治理实践、资金管理中大数据技术的运用以及二者有机结合所形成的智慧治理模式进行了分析，该案例对丰富智慧治理的理论及实践具有较好的借鉴意义。

英文摘要：

People's livelihood is the foothold of the modernization of national governance, which is related to social stability, people's well-being and social development. The fund for benefiting people and peasants is an important support for the people's livelihood, but there are many challenges in the actual management, such as complex sources, cumbersome management, regulatory difficulties and so on. Based on the practice of using "big data + one card" intelligent platform to realize the effective management of agricultural funds in Pidu District, Chengdu City, this paper makes a comprehensive research and systematic analysis on the practice of applying the platform to implement cross department collaborative intelligent governance by Pidu district government, and shows the practice, challenges, results and experience in this case. We analyze the governance practice coordinated by multiple subjects in the governance process, the application of big data technology in fund management and the intelligent governance mode formed by the organic combination of the two. This case can be used for reference to enrich the theory and practice of smart governance.
