小巷管家:创新还是复制?——基于参与式治理视角下中国基层社会治理分析

小巷管家 社区治理 参与式治理
长期以来,由于背街小巷分布的广泛性、问题的隐蔽性及反复性等原因,背街小巷的治理一直是中国城市治理的难点之一。2017年4月,北京市东城区龙潭街道首创“小巷管家”模式,从社区居民中募集一批小巷管家,建立起从居民到社区、街道再到执法部门的畅通联络机制,做到精准发现问题、及时沟通问题、迅速解决问题,在背街小巷的治理中取得了显著的成果。然而这种模式究竟是中国基层社会治理模式的创新还是复制,本研究将通过对龙潭街道及光明社区的调研,试图探究“小巷管家”模式的产生条件、取得成功的关键因素及现存问题,从而探讨该模式的进一步改进以及在中国基层治理中可借鉴的经验。
For a long time, due to the widespread distribution of alleys and the concealment and repetition of problems, the governance of alleys has always been one of the difficulties in urban governance in China. In April 2017, Longtan Street, Dongcheng District, Beijing pioneered the “alley housekeeper” model, recruiting a group of alley housekeepers from community residents, and establishing a smooth communication mechanism from residents to communities, streets, and law enforcement agencies to achieve precision discovery of problems, timely communication of problems, and rapid resolution of problems, which have achieved remarkable results in the governance of alleys. However, whether this model is an innovation or a copy of China's grassroots social governance, this research will investigate the conditions for the generation of the "alley housekeeper" model, key factors for its success, and existing problems through the investigation of Longtan Street and Guangming Community. So as to explore the further improvement of this model and the experience that can be used for reference in China's grassroots governance.
