党的十九大以来，如何打造“共建共治共享”的社会治理格局、建成“人人有责、人人尽责、人人享有”的社会治理共同体成为新时代基层治理现代化建设的重大现实命题。而参与式预算是提高预算支出合理性、科学性和民主性的治理改革。作为一种社会协商治理方式，参与式预算通过协商民主、社会协同及公众参与实践，缓解了治理下沉与资源有限之间的紧张关系，创新了社会协商治理的机制与活力，体现了基层治理现代化建设的基本价值。 近些年来，南昌市西湖区以问题为导向，以参与式预算改革为着眼点，以推动基层协商治理有效化为目标，构建以“幸福圆桌会”为平台的社会协商治理模式，以此破解并打通了社区治理的难点和痛点，该经验也因此入选2021年全国基层治理创新典型案例，并在之后持续改进与完善。本案例以“小切口大问题”为研究旨趣，通过小组的深度访谈，回顾了幸福圆桌会“起、承、转、合”的渐进历程，描述了其在资源有限、公众参与乏力等治理困境下如何以协商方式促进预算合理配置并达到有效治理的生动情景，还原了党建引领下多元主体参与的共建共治共享的机制。案例旨在以“西湖经验”为交流，深化参与式预算对社区协商治理的赋能效应。

英文摘要：

Since the 19 th National Congress of the Communist Party of China, how to build a social governance pattern of " co-construction, co-governance and sharing " and build a social governance community of " everyone is responsible, everyone is responsible and everyone enjoys " has become a major realistic proposition for the modernization of grassroots governance in the new era. Participatory budgeting is a governance reform that improves the rationality, scientificity and democracy of budget expenditure. As a way of social deliberative governance, participatory budgeting alleviates the tension between governance sinking and limited resources through deliberative democracy, social coordination and public participation practice, innovates the mechanism and vitality of social deliberative governance, and embodies the basic value of grassroots governance modernization. In recent years, Xihu District of Nanchang City has been problem-oriented, focusing on participatory budgeting reform, aiming at promoting the effectiveness of grassroots consultative governance, and building a social consultative governance model based on the ' Happiness Round Table ' as a platform to solve and open up the difficulties and pain points of community governance. This experience has also been selected as a typical case of national grassroots governance innovation in 2021, and continues to improve and improve after that. This case takes " small incision and big problem " as the research purpose. Through in-depth interviews with the group, it reviews the gradual process of the Happiness Round Table 's " start, inheritance, transformation and integration, " describes how to promote the rational allocation of budgets and achieve effective governance in a consultative manner under the governance dilemma of limited resources and weak public participation, and restores the mechanism of co-construction, co-governance and sharing of multi-subject participation under the guidance of party building. The case study aims to deepen the enabling effect of participatory budgeting on community consultative governance through the exchange of ' West Lake Experience '.
