摘要：党的二十大报告指出，要坚持人民城市人民建、人民城市为人民，打造宜居而韧性的智慧城市。近年来，我国城市治理取得良好成效，但如何系统推进“一网统管”韧性城市建设、实现“精管善治”仍是城市治理亟须解决的问题。本文选取连云港市“智慧云码”平台建设这一典型案例展开分析：以公共价值管理理论中的战略三角模型为基础，融合合作生产理论，搭建分析框架，探究该市如何从价值理念、合法性及支持、运作能力三方面入手，通过人情式与利益式的动员说服、正式规制与非正式规范的数字共识培育等，不断感知—确认—创造公共价值，成功吸纳多元主体进入合作生产网络，破解云码推行初期商户不信任、公众不愿用、城管负担重等多重困境，实现数字化时代下的资源整合、主体协同与价值共创。从本案例出发，对数字化背景下城市精细化治理实现的流程、结构和机制进行立体解构，提出“价值—运作—支持”三角平衡互构的治理策略，为推动数字热潮之下的精细化治理图景实现提供进一步思考与探索。

英文摘要：

ABSTRACT： The report of the 20 th National Congress of the Communist Party of China pointed out that it is necessary to adhere to the people 's city people 's construction, people 's city for the people, and create a livable and resilient smart city. In recent years, China 's urban governance has achieved good results, but how to systematically promote the construction of " one network unified management " resilient cities and achieve " good governance " is still an urgent problem to be solved in urban governance. This paper selects the typical case of " smart cloud code " platform construction in Lianyungang City for analysis. Based on the strategic triangle model in the theory of public value management, this paper integrates the theory of cooperative production and builds an analytical framework to explore how the city can start from the three aspects of value concept, legitimacy and support, and operation ability. Through the mobilization and persuasion of human feelings and interests, the cultivation of digital consensus of formal regulation and informal norms, it constantly perceives, confirms and creates public value, successfully absorbs multiple subjects into the cooperative production network, and solves the multiple dilemmas of merchants ' distrust, public unwillingness to use, and heavy burden of urban management in the early stage of cloud code implementation. Achieve resource integration, subject collaboration and value co-creation in the digital era.Starting from this case, this paper deconstructs the process, structure and mechanism of the realization of urban fine governance under the digital background, and puts forward the governance strategy of ' value-operation-support ' triangle balance mutual construction, which provides further thinking and exploration for promoting the realization of fine governance picture under the digital boom.
