借助于“千万工程”政策契机,后岸村关闭石矿,以农房改造等政策春风为抓手,走上了健康与财富双保障的“卖风景”之路。十几年来,面临政策大环境的不断变迁和村内的决策难题,后岸村有缺乏多元主体资源支持的险象环生,也有村支书大胆决策的峰回路转,更有以政策共识不断推进村内治理创新的柳暗花明。纵观其发展之路,政策执行中的“共识”凝聚是其实现治理体系治理能力现代化的尚方宝剑。后岸村一方面受到观念、结构、制度等外部变量影响,另一方面在政策执行具体行动中,政策企业家对于“千万工程”的政策执行过程进行“拉入”政策图景,形成共识,再拉入,再形成共识,此类反复螺旋蝶变构成了后岸村政策执行较为顺利推进的成功底色。基于后岸村十几年千万工程政策的执行实践过程,本案例提炼出“拉入-共识”型政策执行过程模型,值得无数正在经历产业转型阵痛的中国乡村思考借鉴。
With the help of the "tens of millions of projects" policy opportunity, the back shore village closed the stone mine, took the rural housing transformation and other policy spring breeze as the starting point, and embarked on the road of "selling scenery" with both health and wealth protection.In the past ten years, faced with the constant changes in the policy environment and the decision-making problems in the village, the village of rural revitalization has the danger of lacking the support of multiple main resources, and there are also the peaks and turns of bold decision-making by the village party secretary.Moreover, policy consensus has continuously promoted the innovation of governance in the village. Throughout its development road, the cohesion of "consensus" in policy implementation is its sword to realize the modernization of governance system and governance capacity.On the one hand, the village collective is affected by external variables such as concept, structure and system. On the other hand, in the specific actions of policy implementation, policy entrepreneurs "pull in" the policy vision for the policy implementation process of "ten million projects" to form a consensus, and then pull in to form a consensus.Such repeated spiral changes constitute a successful background for the smooth promotion of village policy implementation.Based on the implementation practice of ten million project policies in Houan Village, Tiantai County, Zhejiang Province for more than ten years, this paper uses the "pull-in - consensus" type policy implementation process model to explore the internal logic of policy consensus reached between the main body of policy implementation and the upper and lower levels or at the same level.In order to understand the specific process of the cooperation willingness and consensus behavior formation of policy implementation subjects, the policy implementation logic of rural China with the pains of industrial transformation is answered.
