大数据、人工智能等新技术的日趋成熟为数字治理的发展奠定了基础。而在实践中,社会主体往往难以有效并且高效地利用数字技术:无论是过分依赖于技术,造成“数字利维坦”式治理;还是对技术的应用流于表面,形成“技术盆景”。H市于2016年4月起步运行“城市大脑”,并率先在交通领域试点。通过“一整两通三同直达”等手段,极大程度地规避了数字治理中存在的困境,至今已经发展成为了该治理领域的典例。本案例将以H市城市大脑的首个落实领域——交通治理作为切入点:交通治理过程中经历了什么?面临哪些困境?是如何解决的?又具有什么参考价值?案例将从交通治理的主要推动者——H市交警局副局长的视角展现,并从系统论等理论视角出发,分析技术赋能治理的H市经验,从而进一步为数字治理的实践提供可借鉴性经验。

英文摘要:

The growing maturity of new technologies such as big data and artificial intelligence has laid the foundation for the development of digital governance. While in practice, it is often difficult for social actors to use digital technologies effectively: whether it is over-reliance on technology, leading governance to "digital Leviathan", or superficial application of technology, forming a "technological bonsai". City "H" started running the "city brain" in April 2016. Transport system is the first experiential sector of the "city brain". By means of the one "integration", two "connection", three "coordination", direct accesses and so on, it has greatly circumvented the dilemmas in digital governance and has so far developed into an example in the field of governance. This case uses traffic governance, the first field of implementation of the "city brain" as the entry point: what has happened in the process? What were the dilemmas? How were they solved? And what was the reference value? The case will be presented from the main leader of traffic governance occupied the deputy director of Traffic Police Bureau of City "H", and will analyse the experience of technology-enabled governance of City "H" from the Systems Theory and other theoretical perspectives, so as to provide further lessons that can be applied to the practice of digital governance.
