社区服务关系民生、连着民心，不断强化社区为民、便民、安民功能，对满足人民群众美好生活需求和推进基层治理现代化具有重要意义。在“社区单中心供给”模式中，社区单方提供社区服务，面临服务供给数量少质量低、居民满意度和参与度低的供给困境。郫都区通过反思前期社区单方供给遭遇的困难，在实践中形成特色的“社区合伙人”模式，引导多元主体参与互动，整合各种资源，激发居民自我服务能力，充分发挥价值共创的核心优势，以低服务成本创造公共价值的最大化。本研究运用公共价值管理理论，以郫都区社区合伙人模式为对象，分析案例背后社区多元服务价值共创的逻辑起点和实现机制，评价共创效果，并针对不足提出优化路径，为有效推动社区服务供给与提升社区治理效能提供实践经验。

英文摘要：

Community service relates to people's livelihood, connects people's hearts, and constantly strengthens the function of community for people, convenience and security, which is of great significance to meet people's needs for a better life and promote the modernization of grassroots governance. In the "single-center community supply" mode, the community unilaterally provides community services, which is faced with the supply dilemma of low quality and small quantity, low satisfaction and participation of residents. By reflecting on the difficulties encountered by unilateral community supply in the early stage, Pidu District has formed a characteristic "community partner" model in practice, guiding multiple subjects to participate in interaction, integrating various resources, stimulating residents' self-service ability, giving full play to the core advantages of value co-creation, and maximizing public value with low service cost. This study applies the theory of public value management, taking the community partner model in Pidu District as the object, analyzes the logical starting point and realization mechanism of community diversified services value co-creation behind the case, evaluates the co-creation effect, and puts forward the optimization path aiming at the shortcomings, so as to provide practical experience for effectively promoting community service supply and improving community governance efficiency.
