Village X is located in Sha County, Sanming City, Fujian Province, and it has abundant forest resources. Since 1980, the property rights and management system of forestland in X Village has experienced the transition of "from centralization to de-decentralization" (contracting the responsibility of stewarding collective forests to individual households), "from de-centralization to re-centralization" (abolishing the forest stewardship responsibility system and adopting collective management), "from centralization to de-centralization" (delegating the management right of collective forests to sub-communal forest management groups), "from de-centralization to re-centralization" (transferring forests managed by the forest management group to community-level collective shareholding forest farm). What are the reasons and logic behind the changes of forestland management system, and what inspirations can the complex changes of forestland tenure and management system in X village bring to the current land reform in China? This case describes the changes in the forestland tenure and management system in X village and explores their causes, which helps to understand the mechanism of land institutional changes at the community level and inform the policy-making of improving land tenure and management systems.
