“史上最严限行令”:交通拥堵能缓解吗?

治理超大城市交通拥堵一直是北京城市发展中绕不开的话题,因其既关乎城市建设大局,又涉及每一个普通民众的出行需求,备受社会各界广泛关注。本案例以北京市2008年以来长达十余年的交通拥堵治理进程为背景,讲述北京市民从“单双号限行”政策起,一路经历“尾号限行”、小客车摇号限购、新能源汽车排队购车,以及2019年11月1日正式实施的外地车限行政策等治堵措施,在不断加码的政策影响下所表现的无奈、彷徨、挣扎与无助,再现了不同利益主体对交通治理政策的态度和诸多诉求,展现了政策制定过程中政策反复和政策矛盾的现象,揭示了政策愈发严格反而效果不佳,甚至引发意料之外的后果这背后所蕴含的深层逻辑。
The management of traffic congestion in mega-cities has always been an unavoidable problem in the urban development of Beijing and and has attracted wide attention from all circles of society, because it is not only related to the overall situation of urban construction, but also to the travel needs of every ordinary citizen. Against the background of Beijing’s traffic congestion control process that has lasted for more than a decade since 2008,this case tells a story about Beijing residents’ frustration, hesitation, struggle and helplessness under the influence of a series of increasingly stringent policies from odd-even car ban, tail number limitation, car plate lottery and purchase restriction, new energy vehicles queuing, through to traffic restriction policy for non-local vehicles that officially implemented on November 1,2019.It shows the respective attitudes and demands of different stakeholders towards traffic governance policies, reveals the phenomenon of policy repetition and policy contradiction in the process of policy formulation, as well as the underlying logic behind the progressively strict but ineffective policies which even lead to unexpected consequence.
